Background There is a growing concern about artificial intelligence (AI) applications in healthcare that can disadvantage already under-represented and marginalised groups (eg, based on gender or race). Objectives Our objectives are to canvas the range of strategies stakeholders endorse in attempting to mitigate algorithmic bias, and to consider the ethical question of responsibility for algorithmic bias. Methodology The study involves in-depth, semistructured interviews with healthcare workers, screening programme managers, consumer health representatives, regulators, data scientists and developers. Results Findings reveal considerable (...) divergent views on three key issues. First, views on whether bias is a problem in healthcare AI varied, with most participants agreeing bias is a problem (which we call the bias-critical view), a small number believing the opposite (the bias-denial view), and some arguing that the benefits of AI outweigh any harms or wrongs arising from the bias problem (the bias-apologist view). Second, there was a disagreement on the strategies to mitigate bias, and who is responsible for such strategies. Finally, there were divergent views on whether to include or exclude sociocultural identifiers (eg, race, ethnicity or gender-diverse identities) in the development of AI as a way to mitigate bias. Conclusion/significance Based on the views of participants, we set out responses that stakeholders might pursue, including greater interdisciplinary collaboration, tailored stakeholder engagement activities, empirical studies to understand algorithmic bias and strategies to modify dominant approaches in AI development such as the use of participatory methods, and increased diversity and inclusion in research teams and research participant recruitment and selection. Some scholars have argued that CEOs may have excessive influence on their foundation's trustees to give away a portion of company profits to charitable causes in order to gain access to elite circles or support the CEO's personal causes. This may result in charitable contributions that ultimately serve the personal interests of the CEOs without regard to corporate interests or social needs. We examine the extent that CEOs appear to direct charitable giving to be compatible with their own personal interests, (...) and if CEO participation on the foundation board affects the relationship between CEO personal interests and charitable giving. Using a sample of 160 corporate foundations, our results showed that CEOs' interests, as measured by membership in different non-profit organizations, was associated with foundation charitable giving. This association decreased, but was not eliminated, when CEOs were absent from the foundation board. Implications of these findings for researchers and managers are discussed in regards to both agency theory and stewardship theory. (shrink)

Accordingly, Clark and Chalmers (Analysis 58(1):7–19, 1998) distinguish these varieties of externalism as ‘passive’ and ‘active’ respectively. The aim here is to suggest that we should resist the received way of thinking about these dividing lines. (...) This book examines the distinctive and significant contribution of the great French philosopher, Paul Ricoeur to contemporary debates in ethics and philosophy of religion. James Carter argues that Ricoeur's later writings in particular offer a vision of ethical life that can be understood as a moral religion.

This article provides a critical comparative analysis of the substantive and procedural values and ethical concepts articulated in guidelines for allocating scarce resources in the COVID-19 pandemic. We identified 21 local and national guidelines written in English, Spanish, German and French; applicable to specific and identifiable jurisdictions; and providing guidance to clinicians for decision making when allocating critical care resources during the COVID-19 pandemic. US guidelines were not included, as these had recently been reviewed elsewhere. Information was extracted from each (...) guideline on: 1) the development process; 2) the presence and nature of ethical, medical and social criteria for allocating critical care resources; and 3) the membership of and decision-making procedure of any triage committees. Results of our analysis show the majority appealed primarily to consequentialist reasoning in making allocation decisions, tempered by a largely pluralistic approach to other substantive and procedural values and ethical concepts. Medical and social criteria included medical need, co-morbidities, prognosis, age, disability and other factors, with a focus on seemingly objective medical criteria. There was little or no guidance on how to reconcile competing criteria, and little attention to internal contradictions within individual guidelines. Our analysis reveals the challenges in developing sound ethical guidance for allocating scarce medical resources, highlighting problems in operationalising ethical concepts and principles, divergence between guidelines, unresolved contradictions within the same guideline, and use of naïve objectivism in employing widely used medical criteria for allocating ICU resources. The authors discuss the practical aspects of online research with a specific case study that illustrates the ethical challenges encountered when accessing data from Kooth, an online youth web-counselling service. This paper firstly highlights the relevance of a process-based approach to ethics when accessing highly sensitive data and then discusses the ethical considerations and potential challenges regarding the accessing of public data from Digital Mental Health (...) services. It presents solutions that aim to protect young DMH service users as well as the DMH providers and researchers mining such data. Special consideration is given to service users’ expectations of what their data might be used for, as well as their perceptions of whether the data they post is public, private or open. We provide recommendations for planning and designing online research in an ethical manner that includes vulnerable young people as research participants. We emphasise the distinction between public, private and open data, which is crucial to comprehend the ethical challenges in accessing DMH data. Among our key recommendations, we foreground the need to consider a collaborative approach with the DMH providers while respecting service users’ control over personal data, and we propose the implementation of digital solutions embedded within the platform for explicit opt-out/opt-in recruitment strategies and ‘read more’ options. State Medical Boards (SMBs) can take severe disciplinary actions (e.g., license revocation or suspension) against physicians who commit egregious wrongdoing in order to protect the public. However, there is noteworthy variability in the extent to which SMBs impose severe disciplinary action. In this manuscript, we present and synthesize a subset of 11 recommendations based on findings from our team’s larger consensus-building project that identified a list of 56 policies and legal provisions SMBs can use to better protect patients from egregious (...) wrongdoing by physicians. This volume contains 17 articles on various aspects of Islamic thought in the Middle East and in Southeast Asia. The first 9 articles concentrate especially on the Qur’ān and its exegesis, Kalām and Sufism; the second 8 articles deal with Javanese Islam, and with Islam and modernity in Southeast Asia.

Can being, more specifically, black being, be thematized as visible from within the particularity of a given faith tradition, its practices and mode of being in the world? To narrow the question to one specific faith tradition, Christianity: Can blackness be visible within the visibility of the Christian factum---the incarnate God, Jesus of Nazareth? The first two chapters, drawing on the work of Albert J. Raboteau, Charles H. Long, and James H. Cone, show how African American religious scholarship, to (...) varying degrees, answers negatively, explicating the particularities of black being from a more fundamental genesis than the particularities of a given faith tradition itself. Various are the names of the fundament: Africanity, the religious consciousness, the ontological horizon of blackness, and so forth. Chapter 3 uncovers the Kantian philosophico-religious structure at work here, the very framework that spawned modernity's first thoroughgoing race theory. Chapters 4 and 5, drawing on Briton Hammon, Frederick Douglass, and Jarena Lee, offer a theological account of race. Black being is shown to be visible, iconically opaque, and, thus, theologically free as Christic and Paschal being. This theological transcription of being is coterminous with an emancipatory social arrangement of being: black being as 'Christified' is ecclesial being. This does not silence the historical cadences of black being; rather it dislodges the history of black being from the colonial gaze. ;The Proem on Irenaeus of Lyons , the Excursus on Gregory of Nyssa , and the Postlude on Maximos the Confessor indicate the Christology influencing this dissertation. Placing patristic Christology, as it culminates in Chalcedon I and refined in the neo-Chalcedonian debates, in conversation with the modern construction of race and being, I establish a vantage from which to criticize Immanuel Kant's supersessionistic Christianity, out of which emerged his race qua colonial theory. Yet, it also provides a vantage from which to articulate a non-supersessionistic Christianity of the embodiment of God in Jesus of Nazareth for the visibility of black being and, thus, speaks to a distressing aporia in African American religious studies and theology. Ever since Lessing’s 1776 “Laocoön: An Essay upon the Limits of Poetry and Painting” aestheticians have been debating the essential differences between the temporal and the visual arts. Pace Lessing and his twentieth-century philosophical descendants, this essay explores the idea that the musical style cultivated by the American composer Elliott Carter in the years following World War II and the “action paintings” produced ca. 1947–53 by his compatriot Jackson Pollock in fact have quite a bit in common. The commonality, (...) the essay argues, is not so much anything contained in the works themselves as something perceived – perhaps even viscerally felt – by persons who experience the paintings and the musical compositions. Although their musical and painterly efforts are in most ways as different as night and day, both Carter and Pollock managed in their postwar works – perhaps uniquely – to create the potent illusion of multiple times that seem to pass at the same time. Employees do not have Full Moral Status (FMS), but from the point of view of managers they are valuable assets, i.e., have instrumental value for what they can do to maximize profits. The company, or its agents, repeatedly violates the stringent restrictions on harming beings normally considered to have FMS. There are indications that Carter Burke tried to impregnate Ripley in (...) Aliens by pushing a Facehugger onto her in the lab. This chapter questions what sort of protections would the crews of the Nostromo, Sulaco, and Prometheus have if stockholder theory were rejected. There are at least three different theories people can use to evaluate how each iteration of Weyland Industries treats its employees in the Alien films. Cannot something similar be said of interreligious dialogue? All our planning and study are best put to use when they suddenly (...) become mere prologue to an encounter that has forced us off the well-trodden path. A dialogue meeting at Loyola Marymount University, September 9-14, 2001, began with much planning and became highly improvisational on September 11th.The roots of this conference go back to discussions between Dennis Hirota and myself in Kyoto in 1998-1999. The two of us are interested in contributing to the future development of Shin Buddhism by placing it in dialogue with Christian theology. The focus here is on Christian theology as one aspect of Christianity's response to the modern world. We are both interested in investigating various theological methods as Christian responses to modernity, and the contributions these methods have made to the reform and renewal of Christian institutions. The ulterior purpose of these investigations is to think in new ways about how a Buddhist "theology" might contribute to the institutional reform and religious renewal of Shin Buddhism.A first dialogue meeting was held at Chikushi Jogakuen University (Dazaifu, Japan) in June of 2000. Participants included faculty from Chikushi Jogakuen, Charlie Hallisey (then of Harvard University), Peter McCormick (International Academy for Philosophy, Liechtenstein), and me (Loyola Marymount University). A second meeting was held at Loyola Marymount in September 2001. For one week, beginning September 6th, meetings were held at the Shin Buddhist temple and a neighboring Roman Catholic parish in the Little Tokyo district of Los Angeles, followed by an academic conference at Loyola Marymount starting on Monday, September 10th. These meetings brought together faculty from Chikushi Jogakuen and Loyola Marymount, Shin Buddhist specialists from the Eastern Buddhist Society in Tokyo, ministers from the Los Angeles Nishi and Higashi Honganji Temples, Charlie Hallisey (Wisconsin), and John Ross Carter (Colgate University). The visiting Buddhists had a chance to meet with the Buddhist-Catholic dialogue group in Los Angeles. Papers were presented on a number of subjects, including (1) Christian theology's [End Page 201] contribution to institutional reform and religious renewal in recent Roman Catholic history and its implications for Shin Buddhism in both the United States and Japan; (2) theological method and moral theology in relation to end of life issues from both a Shin and Christian perspective; (3) truth and history in interreligious understanding; (4) Shin Buddhism, Christianity and religious responses to social discrimination; and (5) Christian theology as a stimulus to the development of a Shin Buddhist theology.On the morning of September 11th, dialogue as formal academic presentations ended and dialogue as spontaneous improvisation began. With U.S. air transportation closed down by the federal government, prospects for return flights to Japan were indefinitely postponed. A planned outing to watch Ichiro Suzuki (of the Seattle Mariners) play the Angels had to be canceled (Anaheim stadium was also closed). Instead, Christians and Buddhists, Americans and Japanese suddenly were brought together in ways they could not have predicted and began to improvise. The campus ministry of Loyola Marymount organized an impromptu mass for the entire university on the evening of September 11th. The Buddhist visitors were given a place of honor at the liturgy and publicly welcomed as guests of the Catholic community. The psalm response for the mass was a musical setting of the words, "Shepherd me oh Lord, beyond my wants, beyond my fears, from death into life." In the days that followed, this text became the basis for very affecting conversations among the Buddhists and the Christians in response to the terrorist attacks. Pp. xi + 380. $21.95.Philosophers of Nothingness: An Essay on the Kyoto School, by James W. Heisig, is indeed a very good book. It provides a systematic interpretation (...) and appraisal of the three key figures of the Kyoto school—Nishida Kitarō, Tanabe Hajime, and Nishitani Keiji—together with an in-depth account of the sociopolitical context in which they worked. Heisig succeeds in indicating the importance of each of these philosophers both within the Japanese context and beyond. He deftly summarizes the philosophical positions of each of the three and details the interactions between them, as well as with other philosophers of their era. The book's style is accessible, although the ideas are often dense and the analysis subtle. There are no footnotes per se, but instead a bibliographical essay is provided for each of the sixty-six sections of the book. [End Page 273]Heisig claims that the Kyoto school philosophers give the West a way into the East like none other (p. 272). They thrust Japanese philosophical and religious thought onto the world stage, revealing an East Asian perspective to the outside world, as well as to the Japanese themselves. They self-consciously attempted to articulate the distinctiveness of the Japanese mind-set in particular, and the Eastern way of thinking generally. Heisig artfully weaves the thought and times of these three thinkers together into a tapestry of understanding and insight of the highest quality.As is always the case, however, there are issues that remain which might have been dealt with, and interpretive differences to be noted. Nishida began his philosophical journey with his groundbreaking Inquiry into the Good, published in 1911.1 His goal in that work, as Heisig describes it, was to introduce the important but radically nonphilosophical language of Zen to the closed world of philosophy, and conversely to use philosophy to find a language to talk about those things that Zen had always insisted were not susceptible to rationalization. The Inquiry created a significant stir in Japan upon its publication, and Nishida's appropriation of William James' notion of pure experience appeared to span the philosophical differences East and West without smoothing over those differences.Yet Heisig's critical honesty forces him to underplay the actual lasting importance of the Inquiry. Nishida, too, later criticized the heavy psychological emphasis of the book.2 However, it seems too strong to argue, as Heisig does, that the work is a classic only because of its influence and its place in Nishida's own philosophical development (p. 41). Heisig is frank in anticipating that some will find his diminishing of the Inquiry as "irreverent." I admire his irreverence as a cautionary attempt to save us all from a bandwagon elevation of Nishida and the Kyoto school, but I think he underestimates the subtle brilliance of the book and its profound originality. To be sure, the Inquiry is a notebook of insights and ideas to be developed. Not only is experiential nonduality a focus (and with it a critique of the dogma of intentionality), but there is also the reinstatement of religion as foundational to all systematic thinking, an account of God as both immanent and transcendent (including nothingness) together with God's role in Eastern thought, and a theory of ethics based on the innate tendencies within each of us as located at the deeper, unconscious levels of our nature. Heisig concludes that the Inquiry is "less an achievement than an agenda to direct his work in the years ahead" (p. 42). It seems evident to me that this pioneering work is both an immense achievement and an agenda for a lifetime of future investigation. The richness and suggestiveness of Nishida's explorations in the Inquiry seem to me to ensure that the work is genuinely worthy of being judged a classic on its own philosophical merits.Heisig recognizes over and over again the importance of the mystical element in all three... Although many modern philosophers of law describe custom as merely a minor source of law, formal law is actually only one source of the legal customs that govern us. Many laws grow out of custom, and one measure of a law's success is by its creation of an enduring legal custom. Yet custom and customary law have long been neglected topics in unsettled jurisprudential debate. Smaller concerns, such as whether customs can be legitimized by practice or by stipulation, stipulated by (...) an authority or by general consent, or dictated by law or vice versa, lead to broader questions of law and custom as alternative or mutually exclusive modes of social regulation, and whether rational reflection in general ought to replace sub-rational prejudice. Can legal rules function without customary usage, and does custom even matter in society? The Philosophy of Customary Law brings greater theoretical clarity to the often murky topic of custom by showing that custom must be analyzed into two more logically basic concepts: convention and habit. James Bernard Murphy explores the nature and significance of custom and customary law, and how conventions relate to habits in the four classic theories of Aristotle, Francisco Suarez, Jeremy Bentham, and James C. Carter. He establishes that customs are conventional habits and habitual conventions, and allows us to better grasp the many roles that custom plays in a legal system by offering a new foundation of understanding for these concepts. Government have in the past embarked on many infrastructural programmes such as building of roads, hospitals, health centers in the rural areas, schools, etc for its citizens. A lot of projects have been carried out in the past years, there are institutions formed to carter for the implementation of such programmes, institutions like NEMA to check disasters, repair of roads, collapse buildings etc. NDDC was formed to take care of roads in the South East but many of these programmes (...) and institutions have not fared well in recent years because of corruption. Take for instance in the channels news of Tuesdays 16/6/2020 the new NDDC Director revealed how projects awarded to contractors in the past were all not carried out, funds meant for those purposes were all embezzled into private pockets. With the coming of Covid 19, governments have now found cover to say Covid 19 has attacked all revenue sources and so cannot carry out projects in the country. This is the burden of this work. Is it true that it is Covid 19 that halted the success of programme implementation in Nigeria? This is what this paper is out to ascertain. (shrink)

Reductive intellectualists hold that knowledge-how is a kind of knowledge-that. For this thesis to hold water, it is obviously important that knowledge-how and knowledge-that have the same epistemic properties. In particular, knowledge-how ought to be compatible with epistemic luck to the same extent as knowledge-that. It is argued, contra reductive intellectualism, that knowledge-how is compatible with a species of epistemic luck which is not compatible with knowledge-that, and thus it is claimed that knowledge-how and knowledge-that come apart.

Our aim is to provide a topography of the relevant philosophical terrain with regard to the possible ways in which knowledge can be conceived of as extended. We begin by charting the different types of internalist and externalist proposals within epistemology, and we critically examine the different formulations of the epistemic internalism/externalism debate they lead to. Next, we turn to the internalism/externalism distinction within philosophy of mind and cognitive science. In light of the above dividing lines, we then examine first (...) the extent to which content externalism is compatible with epistemic externalism; second, whether active externalism entails epistemic externalism; and third whether there are varieties of epistemic externalism that are better suited to accommodate active externalism. Finally, we examine whether the combination of epistemic and cognitive externalism is necessary for epistemology and we comment on the potential ramifications of this move for social epistemology and philosophy of science.
